Call for Proposals: Project Generation Facility in Serbia and Macedonia

The Local Government and Public Service Reform Initiative announces a call for proposals from potential National Partners for the Project Generation Facility in Serbia and Macedonia.


The Local Government and Public Service Reform Initiative (LGI), part of the Open Society Institute (OSI), announces a call for proposals within the framework of the "Making the Most of EU Funds for Roma" program. This OSI initiative addresses obstacles to connecting the objectives of the Decade of Roma Inclusion to European Union funding by complementing EU and national facilities and instruments available in Decade countries. Through this call for proposals, OSI is extending the implementation of the Project Generation Facility (PGF), one of the initiative’s multiple interventions, to Serbia and Macedonia. Nongovernmental organizations from Serbia and Macedonia, as well as commercial and public entities as their potential partners, are invited to submit project proposals.

 
Summary of the Project Generation Facility
 
The PGF is being extended to two new countries: Serbia and Macedonia. In each of these countries, National Partners will implement the PGF. National Partners will work with potential Beneficiaries to design project ideas. The National Partners will then select project ideas and, with Beneficiaries, work to turn them into actual project applications for EU Funds. Project design services will be provided by the Lead Organization, one of the Implementing Organizations, or external consultants engaged by the National Partner. Assistance for project development will be based on Terms of Reference prepared by National Partners in cooperation with PGF Beneficiaries.
 
The operational process of the PGF is summarized in the following steps:
 
1.        Capacity building for PGF teams
2.        Communication and promotion of the PGF towards national governments, EU Delegations and potential Beneficiaries
3.        Generation of specific project ideas by National Partners and Beneficiaries
4.        Supporting Beneficiaries with project development, up to and including the creation of the final form of the project application for EU Funds
5.        Monitoring the process of project development assistance (quality control of project generation services)
6.        Monitoring and assistance concerning implementation of awarded projects 
7.        Share/multiply the PGF knowledge/capacities in the neighboring countries
 
Available Budget
 
OSI envisions the total allocation of EUR 300,000 for the 2 target countries for the 24-month period. The anticipated budget allocation per country is:

a)       EUR 180,000 for Serbia
b)       EUR 120,000 for Macedonia 
 
All figures are indicative. Furthermore, OSI reserves the right not to award grants for the entire budget amount for a given country or for the intervention as a whole.
 
Timetable
 
The deadline for submitting proposals is 12:00 PM on Tuesday, July 27, 2010 (Budapest local time, GMT+1, Daylight Saving Time in effect). OSI expects to notify applicants of the results of proposal evaluations by August 23, 2010 and expects the work to commence in individual countries in mid-September 2010.In case of a tight competition, OSI may invite shortlisted applicants to a personal interview.
