The aim of this conference, organized by the Runnymede Trust and the European Network against Racism (ENAR), is to raise awareness of the importance of asset-building policies across Europe, particularly for ethnic minorities and migrants.
Conference: Asset-Building: Why It Is Important for Ethnic Minorities?
Brussels, 12 March 2012
Across Europe, ethnic minorities and migrants have lower rates of employment, lower wages and less access to social protection benefits. As a result, they also have lower levels of savings, home ownership and assets in general. Without these assets, people find it difficult to attain training or education, often have to take the first job offered, and are unable to help support their children pursue job opportunities as well.
In response to these difficulties, a number of “asset-building” policies have been proposed. These include micro-savings products (or “matched savings”), pension policies for low-income and self-employed people, tax-free savings accounts for children, and various policies on home ownership.
This conference aims to explain and address the nature of “asset-building” policies, and why they are a good idea. In particular, it will explain why asset-building policies are not simply a good policy for reducing poverty and increasing opportunities. Asset-building measures can also be viewed as a kind of “integration” or “social inclusion” strategy. The aim of this conference is therefore to raise awareness of the importance of asset-building policies across Europe, particularly for ethnic minorities and migrants.
By attending the conference, people will not only have a better understanding of asset-building measures, but also think about how best to promote them as viable policies at a national and European level.
