BACKGROUND
In 2007, the Open Society Foundations launched the initiative Making the Most of EU Funds for Roma (Making the Most, MtM) as an instrument to connect achievement of the Roma Decade objectives to EU financial resources. Through project development assistance, capacity-building and advocacy, Making the Most seeks solutions to problems such as weak visibility of Roma issues in the implementation of EU cohesion policies at national and local levels; resource and expertise disadvantage; and overly bureaucratic funding procedures, which block access of the most deprived to rights and opportunities.
For its extended program to the South East European (SEE) region, MtM is looking for a Junior Project Manager who will assist the development, implementation, reporting and monitoring of assigned interventions under the MtM program. The SEE Junior Project Manager will provide professional and administrative support to the SEE Program Manager.
RESPONSIBILITIES
Management
· Assist in the development, implementation and monitoring of the MtM in SEE program portfolio
· Produce analytical progress reports
· Conduct monitoring visits in the SEE region
· Represent the program as assigned by the SEE Program Manager
· Liaise with National Foundations as delegated by the Project Manager
Research
· Provide on-line and field research support
· Monitor the implementation and set-up data tracking system for quality control
· Prepare program reports for the senior management and board members
· Maintain and update on-line information on the progress of MtM interventions in the target countries
Administration
· Coordinate the work of the Project Generation Facility (PGF) national partners
· Review reports and respond to the needs of national partners
· Monitor the status of agreements and contracts, submit performance reports to the senior management
· Review and process expenditures of the project
· Maintain financial and administrative records of the project
· Organize regular and other program related meetings, preparing any required materials
· Provide web development and communications of the program development
· Prepare minutes of the meetings and submit narrative meeting reports
· Other tasks as assigned
QUALIFICATIONS
· Bachelor’s degree with 5 years of experience in implementing EU funded projects
· Knowledge and understanding of EU and Roma related policies in SEE
· Strong knowledge of English and one of the following languages is essential: Serbian/Croatian/ Macedonian
· Knowledge of Roma language is an advantage
· Experience in project implementation, design monitoring methodology and data system
· Experience with managing donor driven local development projects
· Clear understanding and commitment to democracy, human rights and Roma integration
· Strong organizational and management skills in NGO management or public administration
· Professional and financial integrity

· Ability to work under time pressure
· Experience in working in multi-ethnic environment

· Computer proficiency (MS Office, web resources)
