The Roma Education Fund seeks a team of consultants to evaluate how the Roma Memorial University Scholarship Program has succeeded in its aims and how it can carry out its mission more effectively.
Background:
The Roma Memorial University Scholarship Program (RMUSP) was established in 2001 under the Open Society Institute. Since 2008, the RMUSP has been fully operated by the Roma Education Fund (REF). The main goal of the RMUSP is to contribute to the integration of Roma in tertiary education. The program operates in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Hungary, Kosovo, Macedonia, Montenegro, Romania, Slovakia, Serbia and Turkey.
The RMUSP provides annual scholarships to Roma students in bachelor’s, master’s, and PhD programs. Between 2001 and 2010 more than 7,600 scholarships were granted, covering tuition fees and providing study stipends. Along with the scholarships, the selected beneficiaries have had access to additional funding to participate in extracurricular activities. Moreover, RMUSP graduates have had access to other REF scholarship schemes designed to assist them in their further academic and professional endeavors.
Main goal and tasks for the study:
As the RMUSP has been running for 10 academic years, REF seeks to evaluate the degree to which the program succeeded in its goal to contribute to the growth of a Roma student body and to the integration of Roma in tertiary education. Also, given that the academic environments in each country and the local governmental strategies for addressing Roma issues have changed over time, REF seeks to understand how the RMUSP can be fine-tuned to the existing country-level academic developments and trends in order to carry out its mission more effectively.
REF is looking for a team of consultants who would conduct a study in line with the objectives stated above.
