Background:

Within the context of the Decade of Roma Inclusion, the Roma Health Project (RHP) of the Open Society Foundations’ Public Health Program (PHP) and the Roma Education Fund (REF) initiated the Roma Health Scholarship Program (RHSP) as a pilot project in Romania in 2008. The purpose of this program was to provide support for health education, mentorship and health advocacy training for students of Roma origin in medical schools and nursing colleges, as well as for resident doctors. Since the inception of the program in Romania, three cohorts of Roma student have been admitted into medical and nursing schools, and have also benefited from the program’s enrichment components (mentoring, advocacy training, etc).
 
In order to ensure the continuation of the program beyond the Foundations’ initial commitment, the Open Society Foundations have become the transnational partner of a consortium of Romanian organizations that has applied for European Structural Funds. The consortium is comprised of organizations that have been partners of the Foundations in the implementation of this program since 2008 and are now ready to take the project forward under the leadership of the main applicant, the Media Monitoring Agency (MMA). In February 2010, the consortium was notified by the Romanian Management Authority of European Structural Funds that its Roma Health Scholarship Program had won the tender and the program would receive Euro 4.8 million in funding for three years. The contract was signed in January 2011.
 
Scope of consultancy:

The Roma Health Project is seeking a consultant in Romania to assist with the fulfillment of the Foundations’ obligations as transnational member of the consortium which was awarded European Structural Funds (4.8 Million Euros) for the continuation of the Roma Health Scholarship Program in Romania. The consortium is comprised of the Media Monitoring Agency (main applicant);
the Roma Education Fund (REF) Romania; the Association of Resident Physicians; the Roma Center for Health Policies – Sastipen; and the Open Society Foundations (transnational partner).
 
Tasks and responsibilities of the consultant:
·         Participates in meetings with RHP and represents RHSP in meetings with the Bucharest-based consortium members and the Romanian authorities
·         Participates in the regular meetings of the consortium (including project planning meetings) and in other meetings as required for the proper implementation of the project
·         Ensures the Open Society Foundations’ compliance with the European Structural Funds (ESF) reporting requirements (e.g. prepares monthly reports for the donor on behalf of the Foundations as a partner in the consortium, participates in monitoring and evaluation of the project)
·         Liaises with and assists Impreuna in its activities as needed (Impreuna is the organization providing shadow management services in relation to this ESF project.)
·         Submits interim and final reports on his or her own activities to RHP
 
Personal and professional qualifications:
·         Experience in managing European Structural Funds, and related administrative, financial and reporting requirements 
·         At least 5 years of experience in the design, implementation and evaluation of projects for the Roma community in education (scholarships) and /or Roma health;
·         At least an M.A. in law, humanities, social sciences or another relevant degree;
·         Excellent analytical skills
·         A good grasp of Roma issues in Romania
·         Excellent English and Romanian language skills (written and spoken)
·         Proven interpersonal and conflict management skills
·         Demonstrated capacity to coordinate with multiple partners (governmental and non-governmental)
 
Timeframe:
The consultancy will start immediately.

It is estimated that up to 30 working days of consultancy would be needed for the first year, i.e. until May 2012. This represents an estimated 6 days at the onset of the consultancy for project
planning meetings of the consortium, and 2 days per month subsequently for meetings and reporting.

The European grant spans three years; it is estimated that such support would be needed until the termination of this three-year grant, i.e. in 2014.
